Blind spots in the energy transition policy
Every driver has experienced blind spots when the car next to him is not visible in the mirror or turning his head sideways. Such blind spots are also observed when forecasting economic development.
The current situation identifies a problem: To prepare a new energy and climate policy document, each Member State needs to conduct an impact assessment of the measures. Experience to date has shown that in previous energy and climate policy documents, the impact assessment of measures has not been complete in many countries, as national support instruments have not considered the submarines encountered by national economies in the post-support phase.
Project objective: To develop a methodology for analyzing the impact of energy and climate policy instruments by indicating unforeseen problems and developing and testing a dynamic policy effectiveness model for assessing the effects of policy instruments and forecasting future project implementation to avoid economic losses to the economy and society.
