A Policy Planning Roadmap for Carbon Farming Certification Schemes

Determine Latvia’s potential for carbon sequestration in the soil using carbon-related agricultural methods – afforestation and forest restoration; agroforestry; use of intercropping, cover crops, soil conservation tillage and increasing landscape features; perennial grasses; restoration of peatlands and wetlands. Determination of the potential of carbon-related agricultural practices, analysis of policy planning and policy instruments, legislative and regulatory documents at the level of EU-27 and Latvia. Create a system dynamics model to depict the current situation and predict future trends. A methodology for the development of a carbon sequestration strategy for agricultural enterprises will be developed and approved, which will serve as guidelines for the enterprises and will include the following information: starting carbon-related agricultural practices (what and how to do?); how to predict the amount of carbon stored; what actions should be taken to avoid carbon being released back into the atmosphere; legislative aspects of carbon trading. A road map for policy makers for medium and long-term policy planning, including the most optimal combination of policy instruments to remove possible legislative and administrative barriers to the full implementation of carbon-related agricultural practices and the CO2 sequestration certification system at the level of Latvia and the EU. Proposals for the creation of a motivational system for farmers to promote reorientation towards carbon-based farming practices.

On February 5, 2026, students are introduced to carbon farming and the field of carbon sequestration

As part of the CarbPol project, a lecture entitled “The Role of the CRCF Regulation in Carbon Certification Markets” was given to master’s level students in the study program “Environmental Engineering” in the study course “Carbon Economy”. During the lecture, students learned about the development of European Union policy in the field of carbon farming and carbon sequestration, paying special attention to the role of the CRCF Regulation in the establishment of a voluntary certification framework, its connection with EU climate policy, bioeconomy, the common farming policy and future trends in carbon markets.

The lecture content is in line with the CarbPol project’s publicity and knowledge transfer objective to develop and integrate into the study process a study module on EU-27 policies in the field of carbon farming, applicable policy instruments, future development trends, limiting factors, opportunities and evaluation methods. Thus, the project strengthens the understanding of future environmental engineering specialists about carbon farming policy planning, certification approaches and their importance in achieving climate neutrality goals.

On October 18, 2025, a significant scientific article on the integration of carbon farming into EU climate and agricultural policy was published within the framework of the RTU IESE project CarbPol.

Researchers from the Institute of Energy Systems and Environment of Riga Technical University (RTU IESE) Krista Laktuka, Ilze Luksta and Professor Dagnija Blumberga have published a scientific article entitled “Policy Coherence of the EU Carbon Removal Certification Framework: Integration of Carbon Farming in Climate and Agricultural Policy”. The article was written within the framework of the CarbPol project, which is dedicated to planning carbon-related agricultural policy in Latvia.

The paper analyses the coherence of the European Union’s carbon sequestration certification scheme with climate and agricultural policies, with a particular focus on how carbon farming practices can be integrated into existing policy instruments. The study highlights the need for clear mechanisms that ensure both the achievement of environmental objectives and the motivation of farmers to participate in carbon sequestration initiatives.

This article is an important contribution to the debate on sustainable farming, carbon mitigation and climate policy effectiveness. It provides practical recommendations for policymakers, researchers and industry on how to build a coherent and effective carbon sequestration system based on scientific evidence and real data.

CarbPol project news presented at CONECT 2025 conference

The International Scientific Conference of Environmental and Climate Technologies (CONECT 2025) took place in Riga on May 14–16, 2025. As part of the conference, researcher Krista Laktuka presented the latest developments in the CarbPol project, speaking on the topic Carbon Farming in the EU: A Policy Tool or a Business Opportunity?.

The presentation highlighted the potential of carbon farming in the European Union, looking at its role both as a policy tool and as a possible business model in the context of sustainable development.

Participation of CarbPol project representatives at the European Carbon Farming Summit in Dublin

On March 4–6, 2025, in Dublin, Ireland, researchers Krista Laktuka and Ilze Luksta participated in the European Carbon Farming Summit, which discussed current challenges and opportunities in the field of carbon farming in the European Union.

As part of the summit, the researchers presented the latest developments from the CarbPol project, speaking on the topic The Role of the CRCF Regulation in the EU Regulatory and Policy Planning Framework, emphasizing the importance of the CRCF regulation in EU policy planning and its impact on sustainable agricultural practices.
